Housing and Neighborhood Development works to improve Polk County's communities and help its most fragile residents. It does this by using special state and federal grant funds for numerous projects.

This division manages the money it receives to build roads, drainage systems, playgrounds, housing for homeless veterans, homes for low and moderate income residents and tear down homes that are a blight in the community. Sometimes these projects take only months, but others can take years and must meet certain specifications.

The programs and services include:

Community Development Block Grant (CDBG)

This grant program provides communities with resources to address a wide range of unique community development needs. Each CDBG-funded project must meet one of the three national objectives:
  • Benefit low and moderate income persons
  • Prevent or eliminate slum and blights
  • Meet other community development needs having a particular urgency

Demolition and Clearance

Funded by the Community Development Block Grant, the demolition program is designed to eliminate slum and blight in unincorporated areas of Polk.

Emergency Shelter Grant (ESG)

The grant assists nonprofit organizations to provide emergency shelter and associated support services to homeless individuals and families.

Home Investment Partnership (HOME)

The grant funds are used build, buy, and/or rehabilitate affordable housing for rent, homeownership, or to provide rent assistance to low-income individuals.  

Section 3

Section 3 Purpose:
Section 3 of the United States Housing and Urban Development HUD Act of 1968, (12U.S.C. 1701u) (Section 3) and implementing regulations at 24 CFP Part 135 states the purpose of Section 3 is to ensure that employment and other economic opportunities generated by certain Housing and Urban Development (HUD) financial assistance shall, to the greatest extent feasible, and consistent with the existing Federal, State and Local laws and regulations, be directed to low and very low income person, particularly those who are recipients of government assistance for housing and to the businesses which provide economic opportunities to these persons.

General Policy Statement: 
Section 3 is a federally mandated program governed by HUD to provide economic opportunities to low and very low income families.  The economic opportunities may be derived from training, employment and contracting.  It is the policy of the Polk County Housing and Neighborhood Department (HND) to require its contractors to provide equal employment opportunities to all employees and applicants for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability, veteran’s or material status, or economic status, and to take affirmative action to ensure that both job applicants and existing employees are given fair and equal treatment. HND implements this policy through the awarding of contracts to contractors, vendors and suppliers to create employment and business opportunities for public housing residents and other eligible persons and businesses of Polk County.  The policy shall result in a reasonable level of success in the recruitment, employment, and utilization of public housing recipients and other eligible persons or businesses.  HND, as a grantee of HUD funds is required by HUD to develop and implement a Section 3 program designed to ensure contracting and subcontracting opportunities for Section 3 designated businesses, as well as hiring opportunities for Section 3 eligible residents.  The HND upholds the spirit and intent of its obligations under Section 3 and has set forth the following policies which are applicable to contractors, subcontractors, developers, and /or sub-recipients and other engaged in projects funded through the HND with funds received from HUD.  

If you are a business and would like to complete an application with Polk's Housing and Neighborhood Development to become a Section 3 business, complete the Section 3 business certification form. 

If you are a public housing resident, Section 8 resident, or live in the Polk County area and meet the income guidelines, complete the Section 3 resident preference claim form and the economic opportunity outreach assessment form.

State Housing Initiative (SHIP)

The State Housing Initiative funds are used to preserve affordable housing for very low to moderate income families. These funds are given to local governments and are based on a population-sbased formula.

Neighborhood Stabilization Program

Rising levels of foreclosures and abandoned property led to the creation of the Neighborhood Stabilization Program. Funds from this program are used to buy, renovate and sell foreclosed homes.
