INTRODUCTION
Polk County, a political subdivision of the State of Florida, requests information from qualified contractors experienced in providing services for capital improvement and repair projects from $50,000 to $200,000. Type of work would include projects for Transportation Engineering (Road/Street), Facilities (Building), Natural Resources, Solid Waste and Utilities. A pre-qualification form must be on file with the Purchasing Division (Contracts Section) in order for contractors to quote on the projects. Once qualified, a contractor is entitled to respond to a request for quotation on all appropriate construction projects.
EVALUATION
The County reserves the right to determine, at its sole discretion, whether the statement of qualifications satisfactorily meets the criteria established in the pre-qualification questionnaire; and the right to seek clarification from any firm(s) submitting qualifications. Only those judged to be qualified will receive notification of construction projects under $200,000 out for quotation.
INSURANCE REQUIREMENTS
The County's insurance requirements are described in the pre-qualification package.
BID BOND
No bid bond is required for construction quotes.
PUBLIC CONSTRUCTION BOND
If a public construction bond is required, it will be specified in each quotation for the specific project. The public construction bond shall be executed by a corporate surety authorized to do business in the State of Florida and must be A.M. Best rated A VIII or better. The bond signed by an agent must be accompanied by a certified copy of authority to act and indicate that they are licensed to do business in the State of Florida.
PURCHASE ORDER
A purchase order will be issued for the construction projects.

RENEWAL OF APPLICATION
Automatic renewal will be made for contractors that have a current listing in the Florida Department of Business and Professional Regulation (DBPR). It is the contractors' responsibility to provide the Purchasing Division updated contact information and any changes in licenses.
DISCLAIMER
Qualifying does not guarantee that any contractor will be awarded a project. Each qualified contractor will be given an opportunity to quote construction projects in accordance with the Polk County Procurement Ordinance and the Purchasing Procedures Manual.

CODE OF ETHICS
If any contractor violates or is a party to a violation of the code of ethics of Polk County or the State of Florida, with respect to the construction projects, such contractor may be disqualified from performing the work or furnishing the goods and/or services for which this document is submitted and shall be further disqualified from bidding on any future proposals for work, goods or services for Polk County. |
