Poinciana Area Amendment - CPA 08B-04 

The Association of Poinciana Villages (APV) has contracted with the Institute of Government at the University of Central Florida (UCF) to conduct a study on the feasibility of incorporating Poinciana as a “City”. 

Polk County will be involved in the public education and involvement portions of the process.  The public involvement portion will help to educate the participants in the process of becoming a “City” or “incorporating”.  Through these meetings the UCF team will also determine the amount of support there is to incorporate from the Poinciana citizens. 

You may recall that Polk County staff began assigning Future Land Use districts in the Poinciana area in 2007. The assignments began with publicly owned or publicly operated properties (schools, utilities, conservation areas) being assigned as Institutional or Preservation. (Amendments and Status) Due to the incorporation study Polk County will NOT continue with the assignment of Future Land Use district in the Poinciana area at this time.  Instead, Polk County staff will redirect its efforts to assist in presenting historic information and the options available through the County if the Citizens determine that incorporation is not a desired or cost feasible outcome.  Polk County staff will be available for questions at the public meetings and at the county offices.  Please feel free to call Ameé Bailey regarding the County’s role in the study.

The UCF team has developed a website (Poincianfuture.org) as part of the public engagement effort to ensure the residents of Poinciana have their voices heard.  Please feel free to visit the website to learn about the study, incorporation process, public meeting dates and locations, or simply to voice your opinion on the blog.

Proposed Changes to Appendix A and Chapter 7, Section 704, & Chapter 8, Section 804 of the Land Development Code. 

The Land Development Division has been working with the Contractors’ Roundtable to draft changes to Appendix A, Section 704, and Section 804 of the Land Development Code.  A sub-committee of the Contractors’ Roundtable has worked diligently to incorporate changes into the Land Development Code that would accomplish the following:

• Allows the Engineer of Record to determine the pavement materials and design requirements, based on a minimum structural number, for non-residential projects
• Supports flexibility in pavement materials, specifically regarding Superpave and Recycled Asphalt Pavement.
• Facilitated through meetings with stakeholders, including contractors, engineers, and asphalt industry representatives.

The draft document can be viewed here.  We are currently soliciting comments on the proposed amendment (Case # LDC 09T-20) so that a final draft can be considered by the Planning Commission on September 8, 2009, and the Board of County Commissioners on September 16, 2009, (1st Reading) and October 7, 2009, (2nd Reading).
