Community Development Block Grant (CDBG)

The CDBG program is a flexible program that provides communities with resources to address a wide range of uniques communinity development needs. Each CDBG-funded activity must meet one of the three national objectives:

  1. Principally benefiting low and moderate income persons
  2. Preventing or eliminating slum and blights
  3. Meeting other community development needs having a particular urgency

Demolition and Clearance

This program is funded by the Community Development Block Grant (CDBG). The program is designed to eliminate slum and blight in unincorporated areas of Polk County.

Home Investment Partnership Program (HOME)

The grant funds are used to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low-income individuals.

Housing Choice Vouchers (formally Section 8)

Section 8 Rental Assistance provides low income families with safe, decent and affordable housing. For detailed information on Section 8 view Housing and Neighborhood Development FAQs.

Who is Eligible?

  • Low income persons. Income must be at or below 50% of area-wide median income as determined by local housing agencies.
  • Citizens or non-citizens with eligible immigration status
  • Individuals with a disability and households with an adult member who has a disability

Funds distributed to local governments on a population-based formula as an incentive to produce and preserve affordable housing for very low, low and moderate income families,

Neighborhood Stabilization Program

The program was created to respond to rising residential foreclosures and property abandonment. The main purpose of the NSP is to stabilize neighborhoods that are negatively impacted by foreclosures in Polk Coiunty. Funds are available to buy, renovate and sell foreclosed homes.
