Budget Message FY08/09 and FY09/10
No later than July 15 each year, the County manager presents the Board of County Commissioners (BoCC) with a summary, called the Budget Message. This document provides an overview of the proposed biennial budget and highlights the budgetary issues and challenges facing Polk County. It also outlines the County manager's plan to produce a balanced budget for the next two fiscal years. The final biennial budget for fiscal years 2008-09 and 2009-10 was adopted by the Board of County Commissioners on September 11, 2008.
Adopted FY08/09 and FY09/10
The Board of County Commissioners (BoCC) adopted Polk County's biennial budget for fiscal years 2007-08 (budget) and 2008-09 (budget plan) on September 13, 2007. This budget document serves several purposes designed to meet the needs of the county's various citizens and interest groups. The document primarlily provides the BoCC with a budget for consideration and adoption in conformance with Florida Statutes. In an effort to present much more than “just numbers,” Sections A through V present the budget as a policy document, financial plan, operations guide and communications device. Information is provided in a user friendly format with commonly understood terminology where possible.

CIP
Polk County's Community Investment Program(CIP) itemizes planned outlays and needs for long-term projects and explains the financing plan options for a five-year time frame.
The program consists of projects that must comply with all or a combination of the following criteria. The project must:
- be $50,000 or more (minimum threshold);
- meet health and safety standard in order to be considered for funding recommendation;
- meet the test of enhancing a department's productivity; and
- be consistent with the County's Comprehensive Plan.
The CIP is updated annually. CIP amendments may be made prior to the next annual CIP review period with approval of the Board of County Commissioners or County Manager according to the County's Administrative Policies.
