Commissioners Approve Contract for New Septage and Leachate Treatment Facility

Bartow, Fla. (April 15, 2025) – Polk County Board of Commissioners approved a $21.43 million construction contract for a new Septage Receiving and Leachate Treatment Facility located at the North Central Landfill. The C&T Contracting Services, Inc. construction contract approval marks a major advancement in sustainable and modern waste treatment systems within the county.

The new facility will provide centralized treatment for septage and leachate, offering a long-term solution to environmental risks associated with traditional disposal methods. Historically, septage was spread across open fields which could lead to nutrient-rich runoff seeping into groundwater and nearby water bodies. In response, county staff identified a safer and more sustainable solution through on-site treatment at the landfill.

The county has already secured $6.58 million in American Rescue Plan Funds for treatment equipment.

“This is a wonderful collaboration between county divisions that also takes into consideration the private sector,” Commissioner Michael Scott said.

The new facility will benefit the Polk County Utilities Division by upholding their initiative to handle septage and it will enable the Polk County Solid Waste Division to treat landfill leachate on-site. The facility will also help haulers who currently transport waste outside of Polk County for disposal by providing a more efficient and cost-effective local option.
